The problem with the claims made in a paper published in an academic journal is that the claims need to be verified by several other papers before they can begin to be trusted: peer review. The authors of the paper only need to convince the editors of the journal that it's legitimate to be published (no small task, but by no means a flawless system). I doubt everyone working in the quantum computing field is being given access to a test machine or has enough spare cash to buy one.

Also, as a side note, quantum computing isn't likely to be something that will ever be used by the general public. Its theoretical benefits, if realized, will only best conventional computing in certain uses.
